
Coward Mill Roadway Widening/Realignment
Cannon & Cannon, Inc. (CCI) was selected by Knox County Engineering and Public Works to provide engineering design services for the widening and realignment of approximately 1.7 miles of Coward Mill Road in Knox County, Tennessee. The project was initiated in coordination with the construction of a new elementary school and required an accelerated design schedule to support associated development.
The roadway improvements were designed to address multiple operational and safety challenges while preparing the corridor to support increased traffic from future growth. Enhancements included lane widening, improved vertical alignment, railroad and bridge coordination, and the addition of pedestrian infrastructure to support the school and surrounding neighborhoods.
The proposed improvements included the reconstruction of the existing 17.5-foot-wide roadway to include two 10-foot travel lanes, two 2-foot shoulders, and a 5-foot sidewalk. Turn lanes were incorporated at key locations, including the elementary school entrance and adjacent developments.
CCI’s scope of work included:
• Topographic survey and utility coordination
• ROW and construction plan development
• Railroad coordination
• Public hearing participation and permitting
• Contract documentation, bid specifications, and cost estimating
Utility relocation required coordination across multiple stakeholders to ensure a seamless project delivery. The improvements supported both immediate transportation needs and long-term regional growth.
