Harrison Road Improvements and Sidewalk Design
Harrison Road in Lenoir City infrastructure was insufficient to meet the demands of traffic volume, pedestrian connectivity and stormwater conveyance. CCI worked with the City of Lenoir City and responded with the design of intersection widening, sidewalks, stream mitigation/restoration, signalization, box culvert improvements, street lighting, rehabilitation of clay sanitary sewer, water line relocation, overhead electric & ATT relocation and TDEC individual Aquatic Resource Alteration Permit (ARAP).
Notable environmental aspects of this project were discovered after the study:
- Within the disturbed limits, there were trees that had potential for bat roosting.
- These trees were removed during the non-roosting season of the bats; the trees were protected in the fall | winter season.
Due to the project’s elevation and history of flooding, CCI utilized shallow storm sewer systems with dual elliptical pipes, hydrologic and hydraulic analyses which supported unique solutions. Utility relocation was unavoidable, but CCI assisted the city with minimizing impacts, with Cured-In-Place Pipe (CIPP) sanitary sewer improvements.
Successful communication was critical due to its location at the intersection adjacent to Lenoir City High School, residential subdivisions and Town Creek Parkway. CCI worked closely with Lenoir City to minimize the impacts and coordinate the construction schedule. Whether you walk, bike or drive, the improved Harrison Road provides a safe, efficient access for schools, residents and businesses.
The City of Lenoir City received funding from Surface Transportation Program (STP) and Safe Routes to School Grant Program through TDOT’s Local Programs for this project.

We had the distinct honor of contracting with Cannon & Cannon as our consultant engineer on the Harrison Road Intersection Improvements Project. The project scope was filled with many environmental variables, as well as public relations complexity due to the project’s close proximity to Lenoir City High School, Lenoir City Intermediate School, and many subdivisions along Harrison Road.
