The former Plumley Rubber Company site in Morristown, TN, faced serious vapor intrusion from trichloroethylene (TCE) due to historic industrial use between 1961–1975. By 2015, indoor air quality exceeded EPA limits, prompting urgent action. Cannon & Cannon, Inc. (CCI) partnered with the Industrial Development Board of Morristown and secured a $500,000 TDEC BRAG grant to design and implement a comprehensive vapor mitigation system that protects public health, ensures regulatory compliance, and prepares the site for future redevelopment.

Project Scope Summary:

  • Assessment and Planning: Evaluated the extent of TCE vapor intrusion beneath the building’s concrete slab and developed a comprehensive mitigation strategy.

  • Sub-Slab Venting System Installation: Designed a network of perforated pipes beneath the slab to actively vent hazardous vapors, reducing indoor air contamination alongside a vapor barrier coating over the entire slab surface to create an impermeable barrier against vapor intrusion.

  • Community Engagement: Executed a Community Involvement Plan, including public notices and meetings, to ensure transparency and address community concerns.
  • Monitoring and Compliance: Conducted post-construction indoor air quality monitoring to verify the effectiveness of the mitigation measures and compliance with environmental standards.
