04/21/2025: CCI (Cannon & Cannon, Inc.) was honored to join community leaders, project partners, and local officials for the official ribbon-cutting ceremony celebrating the successful brownfield redevelopment and remediation of the former Plumley Rubber Company site in Morristown, Tennessee.
The first remediation project funded through the Tennessee Department of Environment and Conservation (TDEC) Division of Remediation’s new Brownfield Redevelopment Area Grant (BRAG) program, this initiative marks a significant milestone in restoring environmentally impacted sites for productive community use. The 9-acre former industrial property had long been contaminated by trichloroethylene (TCE) vapors stemming from manufacturing activities in the 1960s and ’70s.
Through a $500,000 BRAG award, CCI Environmental worked in partnership with the Industrial Development Board (IDB) of Morristown, R&S Logistics, MTN-INC, and Land Science to design and implement a comprehensive vapor intrusion mitigation system that ensures the site is safe, compliant, and ready to be utilized as an asset for the community. The ceremony recognized not only the technical achievement but also the long-term community benefits of the project.
The redevelopment of the Plumley brownfield site will directly benefit Hamblen County’s 3rd Judicial Drug Court, which can now lease the space for commercial use, supporting recovery efforts across four neighboring counties.
“What happens in rural Tennessee matters to all Tennesseans, and I’m proud to announce the completion of our first brownfield redevelopment project. The process of cleaning up a contaminated property and turning it into an asset is an important step in environmental stewardship, and this project will have a positive impact on Hamblen County for years to come.” – Gov. Bill Lee.
“This is one of those rare projects that’s truly a win-win for everyone involved. A once-vacant building is brought back to life, adding value, creating jobs, and delivering meaningful impact to the entire community, including some of those most in need.” – Houston Daugherty, CEO of CCI.
With this project, CCI reaffirms its commitment to environmental stewardship and strategic problem-solving. The success of the Plumley site stands as a model for future brownfield revitalization efforts across the state.
